Introduction

Following the recent EU Energy Performance of Buildings Directive (EPBD), it is now a legal requirement for air conditioning systems to be regularly inspected by an accredited assessor.   Air conditioning systems may account for 33% of a building's electricity consumption and therefore represent a major source of carbon emission.  For this reason they have been targeted by Government legislation.

Aims of the inspections

Air conditioning inspections will provide building owners with information about the condition and operating performance of their system.  The appropriateness of the installed system will also be assessed.  Opportunities to increase the efficiency and reduce the running costs of the system will be identified.  If implemented, these will result in energy and cost savings as well as a reduction in carbon emissions.

Which systems are affected?

All air conditioning systems with an effective rated output (cooling capacity) of more than 12kW are required to be regularly inspected by an accredited assessor.  A system is defined as 'the sum of all individual cooling units under the control of one building owner or operator'.  Inspections are to be carried out every five years.

When will the regulations apply?

Air conditioning systems with an effective rated output of more than 250kW are required to have had their first inspection by 4 January 2009.

Systems with an effective rated output of greater than 12kW are required to have their first inspection by 4 January 2011.

For all air conditioning systems put into service on or after 1 January 2008, a first inspection is required within five years of the date when it was first put into service.
